Cangzhou City’s 20 New Policies for Talent: Building a New High Ground for Regional Talent Attraction

  The “Several Measures of Cangzhou City on Further Accelerating the Building of a Talent-Strong City in the New Era” puts forward 20 policy measures centered around five key areas: attracting high-level talents, gathering young talents, cultivating local talents, broadening channels for talent recruitment and development, and fostering a favorable ecosystem for talent development. The beneficiaries of this policy are all outstanding talents newly recruited and cultivated in our city after the policy was issued and implemented on August 22, 2025 (inclusive).


   1. Attract high-level talent
   1. Vigorously attract top-tier talent.

  For talent teams that achieve significant scientific research results and successfully translate them into industrial projects, support of up to 5 million yuan will be provided. The “Xingcang Talent Contribution Award” will be established to reward high-level talents who have made outstanding contributions, with awards of up to 1 million yuan.
   2. Precisely support innovation and entrepreneurship talents.

  We will concentrate our efforts on attracting and cultivating a group of leading scientific and technological talents who will play a major role in guiding and driving the development of our city’s industries, providing them with subsidies of up to 2 million yuan. For high-tech enterprises that newly and fully employ technical innovation talents whose annual income exceeds 300,000 yuan, we will offer a reward equal to 20% of the portion of their income that surpasses 300,000 yuan. In addition, we will grant a reward of 20,000 yuan to newly introduced and cultivated Yan Zhao Talent A-card holders.
   3. Actively cultivate and attract outstanding engineers.

  Support private enterprises in recruiting frontline technical talent, such as engineers, from outside the city, and provide enterprises with talent recruitment subsidies at a rate of 200,000 yuan per senior-level engineer and 100,000 yuan per advanced-level engineer.


   II. Attract and Gather Young Talents
   1. Provide a living allowance for young talents.

  Full-time doctoral, master’s, and undergraduate students from “Double First-Class” universities who are newly hired by private enterprises will receive monthly living allowances of RMB 5,000, RMB 2,500, and RMB 1,500, respectively, for a period of three consecutive years. Senior-level (or special-grade technician) and associate senior-level (or senior technician) professionals will receive allowances according to the standards applicable to doctoral and master’s degree holders. (For institutions ranked within the top 100 globally by QS, the same academic qualification standards applicable to “Double First-Class” universities will be adopted.)
   2. Strengthen support for young talent purchasing homes.

  For full-time doctoral and master’s degree holders, as well as undergraduate students from universities designated under the “Double First-Class” initiative who are newly recruited to work at enterprises, housing subsidies ranging from 50,000 to 300,000 yuan will be provided. Senior-level professionals (or special-grade technicians), associate senior-level professionals (or senior technicians), and technicians will receive housing subsidies according to the standards applicable to doctoral, master’s, and undergraduate degree holders, respectively. For full-time doctoral degree holders and master’s degree holders from “Double First-Class” universities who are newly recruited to work at public institutions, housing subsidies of 300,000 yuan and 150,000 yuan, respectively, will be provided. (For foreign institutions ranked within the top 100 globally by QS, the same academic qualification standards applicable to “Double First-Class” universities will be applied.)
   3. Encourage postdoctoral fellows to stay and work in Cangzhou.

  Newly established postdoctoral research workstations, sub-stations, and innovation practice bases will receive start-up funding of up to 500,000 yuan. Postdoctoral researchers who, upon completing their postdoctoral program, choose to start a business or continue working at a local enterprise in Cangzhou will receive financial assistance of up to 200,000 yuan.
   4. Increase efforts to attract outstanding graduates back to the organization.

  For full-time undergraduate and higher-degree graduates from “Double First-Class” universities who apply for the National Student Loan and take up employment in private enterprises in Cangzhou within two years of graduation, a full subsidy will be provided over four years to cover the principal repayment.


   III. Cultivating Local Talent
   1. Increase incentives for local talent.

  Talents who have been nominated from our city and awarded national- or provincial-level science and technology prizes will receive tiered rewards. Personnel recommended by our city and awarded national- or provincial-level titles for skilled professionals will also receive tiered rewards. Employees of enterprises who have newly obtained a doctoral degree or a senior professional title will be rewarded.
   2. Implement the “Industry Star” Talent Award

  A group of technical innovation or business management talents who can lead enterprises to grow into “unicorns,” “gazelles,” specialized, refined, and innovative “little giants,” or national-level manufacturing single-champion enterprises will be selected. After successful enterprise certification, these talents will receive a reward of up to 150,000 yuan.
   3. Accelerate the independent development of skilled personnel.

  For newly established order-based classes and sponsored classes jointly set up by schools and enterprises, enterprises will receive a subsidy of 30,000 yuan per class.
   4. Support the construction of innovative platform projects.

  We support universities, research institutions, and our city in jointly establishing joint innovation organizations led by academicians who serve as legal representatives. These organizations will receive annual operating funds of up to 2 million yuan and research funding of up to 50 million yuan. We also encourage various market entities in our city to set up “talent hubs” outside the city, providing them with support of up to 300,000 yuan. Additionally, we will provide 50,000 yuan in support for newly approved “Talent Strengthening Hebei” projects in our city.


   4. Broaden channels for attracting and cultivating talent
   1. Strengthen incentives for attracting and cultivating talent.

  Enterprises that have won national- or provincial-level science and technology awards, as well as those that have fully recruited or independently cultivated national- or provincial-level leading talents, will receive tiered rewards. Individuals who assist in the full-time recruitment of high-level national talents will also receive certain rewards.
   2. Encourage the flexible introduction of various types of talent.

  For high-level talents flexibly recruited, the employing unit will receive a subsidy equal to 20% of the labor compensation paid, with a maximum cap of 200,000 yuan.
   3. Broaden the channels for talent recruitment and exit in public institutions.

  Doctoral and master’s degree holders who are being recruited for the first time will be included within the scope of recruitment for municipal public institutions. We will support and encourage research personnel employed in professional and technical positions at higher education institutions and research institutes in our city to engage in innovation and entrepreneurship through methods such as leaving their posts to start businesses, taking on part-time innovative roles, or founding enterprises while continuing to hold their current positions.
   4. Encourage college graduates to stay (or come) to Cangzhou.

  Establish talent recruitment workstations at universities with high industry alignment and provide them with operational funding. Award incentives to universities in Cangzhou that have achieved outstanding results in guiding graduates to stay and work in Cangzhou, as well as to private enterprises that have demonstrated remarkable success in attracting talent.


   V. Foster a Healthy Ecosystem for Talent Development
   1. Strengthen efforts to provide housing security for talented individuals.
  For full-time doctoral and master’s degree holders, as well as undergraduate students from universities designated under the “Double First-Class” initiative who are newly recruited by enterprises, rent will be waived for 5 years, 3 years, and 2 years respectively. For full-time doctoral graduates newly recruited by public institutions, rent will be waived for 3 years. Full-time master’s degree holders from “Double First-Class” universities will pay rent at 50% of the standard rate for public rental housing. The maximum loan amount for housing provident fund loans has been increased to 1 million yuan. (For foreign institutions ranked within the top 100 globally by QS, the same academic qualification standards applicable to “Double First-Class” universities shall apply.)
   2. Coordinate the employment issues of talent spouses.

  Spouses of newly recruited high-level talents who do not work within the administrative boundaries of Cangzhou City, and who previously worked in administrative, public-sector, state-owned, or state-controlled enterprises, will be arranged and placed according to their original status.
   3. Improve healthcare and lifestyle services for talented individuals.

  High-level talents enjoy services such as medical care, free public transportation, and free admission to scenic areas. Secondary cards can be issued for the spouses and parents of Yan Zhao Talent A-card holders, enabling them to enjoy the corresponding services.
   4. Establish the “Cangzhou Talent Loan.”

  For enterprises founded by high-level talents that obtain various types of loans (excluding personal consumer loans) guaranteed by state-owned guarantee companies under municipal jurisdiction, the guarantee fee shall not exceed 1%. Additionally, for these loan-receiving enterprises, a subsidy will be provided at 20% of their interest expenses.
   5. Implement “one-stop” talent services.

  Establish a one-stop service window for talent and build the Cangzhou City Integrated Talent Management Service Platform to enable swift and efficient processing of talent-related services.
